This Signal Operations Instructions (SOI) replaces any earlier published one. It is to be used when the internet or electrical grid goes dark.
Time: There will be primarily phone for SC-ARES (Susquehanna County – Amateur Radio Emergency Service) net every six hours daily at first. Times may be adjusted as needed.
Phone – 0600, 1200, 1800, 0000, hrs. eastern.
Call: The calling script for the the NCS will use is following,
“CQ, CQ, CQ, this is [your call] net control station for the SC-ARES net”.
Net Control Station: Do not wait for someone else to be the NCS. If you do not hear the call for the SC-ARES net jump in there and be the NCS for the hour.
P.A.C.E. Primary: Phone – Elk Mountain Repeater 145.430 Mhz, -.600 Mhz, PL 77.0 Hz Alternate: Phone – Montrose Fairgrounds 147.375 Mhz, +.600 Mhz, PL 77.0 Hz Contingency: Phone – Day 7.250 Mhz LSB, Night 3.898 Mhz LSB, +/- depending on traffic Emergency: Binghamton Airport 146.865 Mhz, -.600 Mhz, 146.6 Hz
When the Net Control Station (NCS) calls for check-in’s this is the reporting format, for both digital (Being added later in 2024) and phone.
de your call/name/location/emergency traffic Yes-No/ de your call
Once the NCS has gathered check-in’s he/she will ask for a TFC (Traffic). Once the initial check-ins are heard, late check-in’s will be asked for and TFC passed.
